In summary, the call for evidence outlines: 

  • Human resources and industrial relations officers should not be included in the TSL as there is no strong evidence to suggest the occupation is in shortage.  
  • High online job advert density, an indicator used to detect shortage, is misleading due to recruitment activity taking place within the profession. 
  • The visa route for this occupation has been used sparingly. In the 12 months to Q3 2024 there were just 231 applications for, and 155 skilled worker entry visas granted. 
  • The CIPD is supporting the sufficient pipeline of HR professionals at RQF levels 3-5, meaning migration is not required to address occupation shortage. 
  • The introduction of the Employment Rights Act (ERA) will place greater burden on the profession in the short term. To understand the complex regulatory framework requires UK based, ideally CIPD qualified members, to enact the measures, rather than recruitment from overseas.
