This consultation response draws on CIPD research reports, past consultation responses and new external evidence to synthesise the best available data and practice on flexible working and disability. 

In this consultation, the CIPD explores evidence relating to: 

  • disabled people’s access and use of flexible working and experiences across different sectors 
  • impact of flexible working on disabled people’s progression 
  • potential impact of the flexible working provisions in the Employment Rights Act (2025) 
  • employer understanding of responsibilities under the Equality Act 
  • impact on disabled workers of ‘back to office’ mandates 
  • best practice examples of access to flexible working and ways of spreading these across sectors to benefit a broader proportion of disabled workers.
