In May 2018 the Government proposed changes to who is responsible for determining the IR35 status of engagements. The proposed changes to off-payroll working rules for engagements will have a significant impact on both HR and payroll professionals.

The CIPD partnered with the CIPP to gather evidence in two joint surveys of their members and co-produce a response to the consultation.
