Exploration of why SMEs may not engage in strategic workforce planning and discussion of the opportunities and benefits of doing so.
The CIPD branch in the Tees Valley is hosting Enginuity, a charity dedicated to finding new ways to close skills gaps in UK engineering and manufacturing. Funded by Innovate UK, Enginuity partnered with Teesside University to undertake primary research to deepen their understanding of the challenges and requirements for SMEs within the sector.
The charity is creating and launching a Strategic Workforce Planning (SWP) Framework to provide an innovative and sector specific resource, that not only provides a practical guide to Strategic Workforce Planning but also makes use of Enginuity’s existing occupation and skills data to support SMEs in realising the power of data-driven strategic management.

Alison Corner
Chartered member of CIPD, qualified coach and Enginuity’s People Director Alison, has over 20 years of both generalist and specialist HR experience within a diverse range of sectors, including utilities, finance and manufacturing. Alison has strategic responsibility for Enginuity’s people function, supporting the development of a culture which attracts talent, giving employees a great work experience and enabling them to deliver excellent service to customers, thrive in their role and achieve organisational goals. Alison and her team have supported the development of the Enginuity Strategic Workforce Planning Framework.
Nicola Dolan
Nicola is Enginuity’s Head of Operations, responsible for change and transformation, continuous improvement, governance, business continuity and disaster recovery. Being a law graduate and having worked for Enginuity for over twelve years, she has held a number of senior roles within the organisation, with accountability for corporate governance, legal and business affairs, international operations and programme delivery management. Nicola has been instrumental in building strong links with education providers, employers and policy makers to shape the future of the engineering and manufacturing sector.
Karen Ellis
Karen is Enginuity’s Programme Delivery Manager, focused on delivering a portfolio of digital transformation, operational and support projects across the group, with a focus on continuous improvement and change management. She has over 20 years of experience in operations management, quality and performance, people management and project management gained within a range of sectors, including the NHS, utilities and manufacturing sectors. Karen has overseen the development of Enginuity’s Strategic Workforce Planning Framework.
Liz Elwell
Liz is a chartered member of CIPD and has over 20 years of experience in business management and leadership roles across a diverse range of sectors including construction, health, petrochemicals and education. With a special interest in skills development and workforce planning, Liz embarked on a research sabbatical in April 2024 and was seconded into Enginuity to lead on the development of their Strategic Workforce Development Framework.
