The gap between theoretical and applied workforce planning is vast. This session outlines how people professionals can develop practical workforce planning to benefit their organisations and their workforce.
The Workforce Development Trust will draw upon its expertise to provide practical guidance and actionable advice to achieve workforce planning success.

Jonathan joined the Workforce Development Trust consultancy and research division in 2022 as a Principal Consultant specialising in Workforce Planning. He previously worked at Network Rail as the Wales & Western strategic workforce planning manager and brings extensive experience in implementing change in public sector organisations.
Before Network Rail, Jonathan worked for Wiltshire Police. He joined his home force in 2008 as a control room operator, taking 999 calls and dispatching officers. Jonathan then progressed into a career in HR, specialising in workforce planning across various portfolios. In his final role with the police, Jonathan was the Head of People Development, providing training and development across the organisation.
Jonathan’s education and professional registrations reflect his interest in workforce development. He holds an honours degree in combined social sciences and is an associate member of the CIPD. He leads workforce development programmes across The Workforce Development Trust’s sub-brands - Skills for Justice and Skills for Health.

Theresa is a workforce planning specialist with demonstrable transformational impact across different industries, including public and private healthcare. She has provided specialist advice regarding workforce development, organisational development, and skills development to high-priority system-wide projects.
As the Senior Consultant for Workforce Planning, Theresa is the product owner of our Six Steps to Integrated Workforce Planning Methodology®. She is responsible for maintaining best practices in our delivery of training and development programmes and ensures our impact evaluation is robust. Due to her prerequisite theoretical knowledge and the practical experience underpinning her work, Theresa is a facilitator participants can have confidence in.
Theresa has designed and implemented a Workforce Planning Methodology and produced related learning resources. She has delivered training to the HR department and line managers of Newport City Homes (a not-for-profit social housing provider). She then designed and delivered training to line managers to produce an analysis of their workforce. Focusing on the drivers of employee engagement and the relationship between employee and business performance is critical to her work. In addition, Theresa has coached business leaders to understand and assess the capability of their team using succession planning, skill matrixes, performance data, and the identification of ongoing training needs.
Theresa has also previously worked at Falck UK Ambulance as the Workforce Planning Lead for their largest patient transport contract (Imperial College Healthcare NHS Trust). This contract became an example of best practice within workforce planning, and all Falck contracts across the UK implemented the methods.
