This report published in collaboration with the Public Sector People Managers’ Association (PPMA), is based on a series of interviews with chief executives and HR directors of ten local authorities. It explores their views on engaging employees against a backdrop of pay freezes, pension reform and job cuts, as they respond to the people management challenge of the UK Government’s agenda.
